Defence Renewable Energy & Energy Security Program
The DREESP is a Defence Estate & Infrastructure Group (E&IG) national program that delivers renewable energy and energy security projects, including solar PV, battery energy storage, diesel generator and electrical infrastructure upgrade projects. The DREESP has three primary aims: a) reduce utility costs on the Defence estate; b) reduce Defence greenhouse gas emissions; and c) improve the energy security of Defence bases. Allan was the DREESP Program Manager from inception of the program in 2014. He was responsible for successful delivery of the Program including: original program vision and objective development; program planning; securing ongoing funding and associated government contestability processes; budget/financial management; program resourcing (APS and contracted support); project pipeline development; financial assessment & business case development; procurement & contracting decision making and advice; and program monitoring and governance.
Defence National Submeter Program
The NSP is a Defence Estate & Infrastructure Group (E&IG) national program that aims to monitor Defence electricity, gas and water consumption and meet the requirements of the Federal Government Energy Efficiency in Government Operations (EEGO) Policy. The program involves the installation of meter hardware, the management and maintenance of a national Resource Data Management System to house the data, and development of data analysis processes to identify and address inefficiency and wastage.
Allan was the NSP Program Manager between 2012 and 2018 in which time he oversaw the installation of thousands of submeters and the procurement of a new data management system (the Resource Data Management System, or RDMS) to house and analyse the data and identify wastage and anomalies. Specific responsibilities included: budget management; program management; procurement; contract governance; project coordination; development of policy and business processes such as a meter commissioning process and meter hardware specifications; and coordination with other programs, such as the Defence safety switch program, to minimise facility disruption from electrical shutdowns.
